Split up a single term with multiple factors in its denominator into several terms (one term per factor in the denominator basically)

To do partial fractional decomposition, your fraction needs to be rational, and strictly proper.
If your fraction is not strictly proper (yes even if its just regular proper), you need to do polynomial division to reduce the term of the denominator (which likely results in a remainder term that you add onto your decomposition)
